Can you explain why Seville's development level of industry is decreased from 3 to 2? 

If it is intended, go luck to you. I have never heard of players' investment by real money/game money can be depreciated by the system arti****lly over the period of time.  No game like this and I am sure no body is willing to invest for something which will disappear over the period of time. There are many cities which require development level of 5 btw.

This did not happen during CB2.  

This is very disappointed to supporters of uncharted waters series.
