Problem with seaworthiness and momentum equipment conflict

why setting the requirement so high ?????  Lv 8 Ships still not have enough Seaworthiness or Momentum to East Africa (35 Seaworthiness which means we have to put some stupid Equipment with seaworthiness, however with all these low level equipment with low status on Seaworthiness or Momentum makes the game play experiences so badly. 



Ship Status with 0 momentum really doesn't make any sense at all!!!!!!!!
