Suggestion: Rowing Speed Change

In the original Uncharted Waters games on the NES and SNES rowing had a drastic impact on your traversal speed.

I would like to see rowing have a more meaningful impact on the speed of your ship. The text description makes it sound like it should impact your speed, but I see zero speed boosts on tier 6 and 7 rowed ships (galley and heavy galley).
