Quest bugged

So this quest is definitely.bugged. i have tried it 3 times on 2 different PC'S. After you kill one pirate it says you lost the battle. Option to redo does not work either. Quest is ownerless treasure at the step win combat against the runaway treasure ship pirates. My fleet power is 750k, theirs is 70k or so. I one shot the first ship and it says i lost the battle.
